Physics questions

I was taught in school somewhere that the earth is slowing imperceptibly due to friction with the atmosphere. I was also taught that if mass is brought closer to the center of rotation, that the rate of rotation increases. Does the constant bombarding of the earth by space debris and meteorites offset the slowing due to friction? Is the slowing due to friction therefore not a constant? Is it measurable? How is it measured?
